Report on the 33rd MAJECA-JAMECA Joint Conference on 13 November 2014 at Hilton Hotel, Kuching, Sarawak

The 33rd MAJECA-JAMECA Joint Conference was successfully held at the Hilton Hotel, Kuching, Sarawak on 13 November 2014.

The theme of the 33rd Joint Conference was “LEP 2.0 – Japan and Malaysia”.  The 33rd Joint Conference was held in Kuching to showcase the diversity of Sarawak and its vast business potential to our Japanese friends. Sarawak has abundant natural resources and natural environmental attributes that lends itself to the development of business opportunities that can harness these attributes under LEP2 on a sustainable basis.  The Joint Conference was successfully built upon the strong Japanese involvement already present in Malaysia, and in particular Sarawak.  The Malaysian Government under the broad policy of LEP 2 already underscores the support given to the private sector of Malaysia and Japan, that includes the members of MAJECA and JAMECA to further advance its business relationships.

Ten representatives from MAJECA and JAMECA, led by the two respective Presidents, that is Tan Sri Azman Hashim and Mr Mikio Sasaki, made a courtesy call on the Tuan Yang Terutama Yang Di-Pertua Negeri Sarawak, Tun Pehin Sri Haji Abdul Taib Mahmud, who also hosted a lunch at the Astana for the MAJECA and JAMECA delegation.

A State Dinner was hosted by the Right Honourable Chief Minister of Sarawak on the same night.  However, due to his tight schedule, the Deputy Chief Minister of Sarawak, The Honourable Datuk Patinggi Tan Sri (Dr) Alfred Jabu anak Numpang, deputised the Chief Minister to host the Dinner.  Tan Sri Azman Hashim presented two songs while Mr Kenji Ohta, General Manager of Mitsubishi Corporation Kuala Lumpur Branch presented a song at the Dinner.  A Sarawak cultural troupe entertained the diners during dinner, ending with members of the floor joining the dancers on stage for the finale.

The JAMECA delegates visited the office of the Regional Corridor Development Authority (RECODA) in Kuching and Sama Jaya Free Industrial Zone near Kuching the next day.

The Regional Corridor Development Authority (RECODA) was established in 2006 by the Sarawak State legislative authority with the primary goals of making the international community aware of the opportunities available in the Sarawak Corridor of Renewable Energy (SCORE) and to provide them with relevant information to help them make strategic corporate decisions. SCORE’s geographical location is at the heart of Asia and the enormous potential of this region, while attracting and retaining foreign direct investment in SCORE, particularly investments that will be strategically relevant to the state of Sarawak.

SCORE, established in 2006, covers an area of more than 77,000 square kilometres. SCORE has a long coastline of more than 1,000 km, over 8 million hectares of forests, almost 5 million hectares of arable land and peat land suitable for agriculture. The corridor has 1.2 billion of known oil reserves, over 80 million tonnes of Silica sand and over 22 million tonnes of Kaolin of China clay, a key component of cosmetics, ceramics and, most recent, for combat area medical equipment.

SCORE has an abundance of natural resources, including clean and safe renewable resources, such as hydropower, that offers commercial users clean energy at competitive rates. The 2008 – 2030 development plan for SCORE focuses on developing the energy sector and targets 10 high impact priority industries that will complement the development plan and also provide downstream opportunities for SMEs.  As more energy intensive industries establish themselves in SCORE, they will form the bedrock of the SCORE strategy, giving a robust boost to the development of the growth nodes which in turn will require training centres and technical colleges to train the population and create a core of skilled workers thereby raising the living standards of the population.

The participants then proceeded to Sama Jaya Free Industrial Zone where they were hosted by Taiyo Yuden.  They were given a briefing by Taiyo Yuden and SunEdison, on their operations and experience of investing in Sama Jaya.  They were later given a guided tour to Taiyo Yuden’s factory operations.

Sama Jaya Free Industrial Zone in Kuching is a hub for solar industries.  The Zone is located 9.1 km to Kuching Main Town, 11 km to Kuching Airport, 4.3km to Muara Labuan Light Industrial Park.  The area comprises 813 hectares of prime industrial land, fully serviced with all necessary infrastructures, and offered to investors at attractive low price.

The next Joint Conference, the 34th, will be hosted by JAMECA in Japan in 2015.

 


 

The proceedings of the 33rd MAJECA-JAMECA Joint Conference are summarized below:

A. OPENING CEREMONY

A1.0 Tan Sri Azman Hashim and Mr Mikio Sasaki, the Presidents of MAJECA and JAMECA respectively, made opening remarks at the Conference.

A2.0 Message from the Prime Minister of Japan, H.E. Shinzo Abe (Unofficial Translation)

“I would like to convey my sincere congratulations to JAMECA and MAJECA on convening their 33rd joint conference, today. I would like to take this opportunity to commend both JAMECA and MAJECA once again for their contribution in strengthening the economic relations between Japan and Malaysia as a bridge between our two countries since their inception in 1977.

Japan and Malaysia have built a strong and multi-layered bond based not only on people-to-people exchanges through the Look East Policy but also active trade and investment by Japanese companies in Malaysia under the Economic Partnership Agreement.

Under the strong leadership of Prime Minister Datuk Seri Najib Tun Razak, Malaysia has carried out a variety of economic policies including the liberalisation of the services and financial sectors to achieve its goal of becoming a high-income nation by 2020.

Japan, on its part, has also implemented the ‘Japan Revitalisation Strategy’ which is aimed at generating a positive growth cycle for the Japanese economy.

Furthermore, I hope to develop synergetic effects from both policies in order for us to progress together into the future. I had the pleasure of meeting Prime Minister Najib three times – in July and December last year and in May this year. I hope that these meetings serve as a catalyst for further strengthening the cooperative ties between our two countries and build a renewed bilateral relationship that captures the needs of the times.

Last but not least, I wish you a successful 33rd joint conference, and strongly hope that JAMECA and MAJECA will further prosper and their activities reinforce our bilateral economic relations”.

B. PLENARY SESSION 1

B1.0 The Ministry of International Trade and Industry Malaysia (MITI) is the lead Secretariat for LEP 2.0 (2012 onwards), and members of the Secretariat also includes MAJECA and JAMECA.  MITI, through its Senior Director, Datuk Wong Seng Foo, informed the Conference that the LEP 2.0 will be economically-focused, leveraging on business-to-business linkages, enhancing institutional co-operation, development of SMEs and human capital for higher skills-set for the new technologies.  The Malaysia-Japan International Institute of Technology (MJIIT) will be the technology education hub for ASEAN and Japan.

B1.1 The Malaysian Prime Minister had proposed the following focal areas for LEP 2.0 at the 32nd Joint Conference held in Tokyo:

B2.0 Datu Ose Murang, the Deputy State Secretary of Sarawak, gave an overview briefing on Sarawak.   He stressed that Sarawak is multi-ethnic, multi-cultural, multi-language and harmoniously living in unity.  He introduced Sarawak’s geography, history and demographics and further expanded on the Government administration and structure.  The development strategy of Sarawak through sustainable and socio-economic development was also presented.

C1.0 Datu Haji Ismawi bin Haji Ismuni, Director of State Planning Unit, Chief Minister’s Department, Sarawak, gave a comprehensive presentation on the Sarawak Corridor of Renewable Energy or SCORE.   SCORE is located in the central region of Sarawak, comprising 70,708 sq.km. with a population of 896,489.

C2.0 Dato’ Richard Curtis, Group Managing Director of Cahya Mata Sarawak Berhad (CMSB) presented his perspective about investing in Sarawak.  CMSB is one of Sarawak’s largest listed companies, with 2,000 employees plus 1,562 in its two listed associate companies.  Their portfolio spans over 35 companies involved in cement manufacturing, construction materials, trading, construction, road maintenance, property development, financial services, education and other services with nearly 50 offices across the State of Sarawak.

C3.0 Mr Hiroshi Harunari, Executive Vice-President of Mitsubishi Motors Corporation related their electric vehicles strategy towards a sustainable future featuring Mitsubishi’s electric-powered models such as the i-MiEV and PHEV (plug-in hybrid EV) as well as emergency mobile batteries, Mitsubishi smart grid, EV for agriculture, etc.

 

D. PLENARY SESSION 3

D1.0 Tuan Haji Samat bin Junai, Director, Halal Hub Unit, Chief Minister’s Department presented the business opportunities in the agro-food based and halal sector.

D1.3 The total annual demand within the country for Halal food is RM1.7 billion a year.  Malaysia aims to be a global halal food hub by 2020 by raising its current global halal market share of 1% to 5% by 2020, capitalising on the edge it has over other Muslim nations in trading, logistics, baking and halal certification.  Malaysia also introduced concerted efforts, strategies and further measures for the development of Halal industry via the 10th Malaysia Plan (2011-2015), Third Industrial Master Plan (IMP3) 2006 – 2020, the National Agriculture Policy 1998 – 2010 and the New Economic Model.  The government has also established the Halal Industry Development Corporation Sdn. Bhd. (HDC) – to reflect the seriousness of Malaysia in pursuing this objective. Various agencies such as Malaysia External Trade Development Corporation (MATRADE) and Federal Agriculture Marketing Authority (FAMA) also provide market development programs to promote Malaysia’s halal products and service.

D1.5 Tanjung Manis is Sarawak’s halal hub, located at the delta area comprising the estuaries of three major rivers. The strategic purpose of the Tanjung Manis Halal Hub is to be the premier integerated halal processing centre with a uniquely “seed to table” potential.

D2.0 Dr Andrew Gung, President of Leave A Nest Singapore Private Ltd, made a presentation on Japanese research, development and commerlization (R,D &C) in the agro-food sector through agriculture/aquaculture/food innovations through science communication.

D2.1 Leave a Nest is a knowledge-based platform venture company with a vision to advance science and technology for global happiness.  The HQ is in Tokyo, with branches in Osaka, Okinawa, America, Malaysia and Singapore.  It utilizes knowledge-based platform to incubate start-ups and other partner companies to accelerate growth.

D2.2 The key projects to development technology for production efficiency improvement include agricultural innovation, aquaculture developments, food evolution – a new system of chain value for agriculture products development of supply system of health functional agriculture products.

D3.0 Mr Takuji Harada, Chairman of the Trade & Investment Committee of JACTIM presented the findings of a survey conducted in 2013 among Japanese companies in Malaysia.  There were issues faced by the Japanese investors, for which they will continue to engage with the Malaysian government for resolution.  The key take-away was the 35% of Japanese investors in Malaysia intended to expand their businesses in Malaysia, while 57% will continue to maintain their operations, with 8% considering down-sizing.

D4.0 Mr Takeo Suzuki, President of Tokuyama Malaysia Sdn Bhd briefed the Conference of its  operations in Malaysia.  Formed in August 2009, the company is located in the Samalaju Industrial Park and produces polycrystalline silicon.  This material is used in IC chips and electronic devices as semiconductor silicon wafer and in solar cells and modules.

D5.0 Mr Rushdi Siddiqui, Co-Founder and CEO of Zilzar gave a briefing about its online halal shopping platform for the growing Muslim lifestyle market.  YAB Prime Minister of Malaysia launched Zilzar at the 10th World Islamic Economic Forum (WIEF) in Dubai in October 2014.

E. CLOSING CEREMONY

Mr Mikio Sasaki gave his closing remarks at the Closing Ceremony.

Tan Sri Azman Hashim, in closing, also touched on the ASEAN Economic Community (AEC), which will become a reality in end-2015.  Malaysia has taken over as the Chairman of ASEAN – an honour, but also a responsibility for Malaysia to lead and showcase ASEAN in this new era.  ASEAN is a market of 600 million consumers, with a combined GDP of nearly USD3 trillion and is set to be one of the most dynamic regional grouping in the world.

The long standing relationship between MAJECA and JAMECA has grown, blossomed and matured. Going forward, both MAJECA and JAMECA have to look at new ways / methods to grow beyond this “maturity”.

Japanese technology and innovative applications combined with the natural resources and the competitive edge that Malaysia offers, can be a winning formula, not only for both countries, but also for ASEAN and the global market.

The next Joint Conference will be hosted by JAMECA next year.

On 3rd September 2014, MAJECA received a courtesy call from two Members of Parliament representing the Democratic Party of Japan.  They were:-

The meeting had dialogue on numerous topics of mutual interest to our countries.  These include:-

  • The advent of Asean Economic Community (AEC)
  • The current status of negotiations of Trans-Pacific Partnership Agreement (TPPA), Regional Comprehensive   Economic Partnership (RCEP) and the respective roles that Malaysia and Japan can play to enhance regional cooperation and trade & investment.
  • Ageing Population – the situation in Japan and lessons that Malaysia can learn to be better prepared.
  • Our common aspirations for regional stability for conducive economic development in the Asia Pacific.
  • The role for Public Private partnerships for infrastructure development in Malaysia with Japanese support & competitive sources of funds.
  • Malaysia’s offer to invite Japanese partnerships to penetrate 3rd countries especially in the areas of Islamic finance, halal food, logistics and distribution services.

The Malaysia Fashion Week (MFW) is organised jointly by MATRADE and STYLO International and will present 3 pillar B2B events from 17-22 October 2014. This will mark the first dedicated trade fashion event organised by MATRADE in partnership with the private sector at an international level for the fashion industry. The 3 pillars under MFW are FACIT, the trade exhibition, the Malaysian Fashion Showcase; the Mercedes-Benz STYLO Asia Fashion Week.

37th Annual General Meeting of MAJECA on 6 May 2014


MAJECA held its 37th Annual General Meeting (AGM) at the Banquet Hall, Bangunan AmBank Group, Jalan Raja Chulan, Kuala Lumpur on 6 May 2014.

MAJECA AGM, chaired by its President, Tan Sri Azman Hashim was convened at 4:00pm upon obtaining the required quorum from MAJECA members.

Tan Sri Azman Hashim welcomed all members and its Executive Committee members and proceeded with the business of the AGM.

The meeting noted that at this AGM, YBhg Tan Sri Dato’ Seri Dr. Yeoh Tiong Lay retired as Vice-President of MAJECA, having served the association for 27 years.

On behalf of members, the President thanked Tan Sri Dato’ Seri Yeoh Tiong Lay for his immense contribution to the Association and expressed the hope that he will continue to support the Association and its activities even though he is no longer on the Executive Committee.

The Association extends its best wishes for his continued good health and happiness in the years ahead.

Luncheon with H.E. Dr. Makio Miyagawa, Ambassador of Japan to Malaysia on 26 May 2014


 

Tan Sri Azman Hashim, President of MAJECA hosted a luncheon for H.E. Dr. Makio Miyagawa, the new Ambassador of Japan to Malaysia on 26 May 2014.  H.E. Ambassador Dr. Makio Miyagawa came to Malaysia in March 2014.  MAJECA learned that H.E. Ambassador had previously served in Kuala Lumpur, 20 years ago for a two and a half year term.  He commented that much has changed since then.

Besides getting to know the Ambassador, MAJECA hopes to build upon and to maximize MAJECA’s relationship with the new Japanese Ambassador.  MAJECA looks forward to working closely with the Ambassador to connect more Japanese SMEs to Malaysia as well as to move forward on the Look East Policy Second Wave, as mooted by our two Prime Ministers.

4 September 2013: MAJECA is a recipient of the Japanese Foreign Minister’s award.

The award is for the following:

“in recognition of its distinguished service in promoting mutual understanding and economic cooperation between Japan and Malaysia, contributing to promoting friendly relations.”

The Foreign Minister’s Commendations are awarded to individuals and groups of outstanding achievements in international fields to acknowledge their contribution to the promotion of friendship between Japan and other countries. It also aims to promote the understanding and support of the Japanese public for their activities.

The commendation ceremony was held at the Residence of the Ambassador of Japan to Malaysia.  YBhg Tan Sri Datuk Seri Utama Thong Yaw Hong, Vice-President of MAJECA, accepted the certificate on behalf of MAJECA.

In his speech, Japanese Ambassador, H.E. Mr. Shigeru Nakamura, remarked:

“First, let me touch upon MAJECA’s contributions. MAJECA and its twin organisation; Japan Malaysia Economic Association, JAMECA’s establishment were initiated with the full support and blessing of the then Prime Minister Fukuda and Prime Minister Tun Hussein Onn in 1977. Since then we have witnessed great progress and tremendous growth in our bilateral trade and investments. This is a symbol of the strong economic ties between our two countries which is boosted by MAJECA’s numerous activities including frequent exchange of business missions and information sharing to build a foundation of mutual understanding.

As you may know, Japan is the first country Malaysia entered into an Economic Partnership Agreement (EPA) with, and it furnished the cornerstone of our countries’ strong economic partnership. MAJECA contributed considerably in the process by providing the Malaysian government with useful input and helped to make possible the EPA’s smooth acceptance by the business sector. 

In addition, MAJECA is a staunch supporter of the Look East Policy which celebrated its 30th Anniversary last year.   MAJECA also took an initiative last year to approach the Malaysian Government to advocate the continuous importance of the Look East Policy. As a result, the Malaysian Government arranged for the 30th Anniversary of the Look East Policy to coincide with the MAJECA/JAMECA joint annual meeting on the 10th of October last year. I would like to laud the significant role MAJECA has played to cement the connection between our two countries.

On behalf of the Foreign Minister of Japan, I would like to laud MAJECA and University of Malaya’s Japan Studies Program’s endeavors which have benefitted Japan and Malaysia tremendously and have also cemented the close friendship and partnership between both our countries. Today’s commendation ceremony expresses the Government of Japan’s appreciation to both organizations for their contribution in strengthening the ties between Japan and Malaysia.”

In a reciprocal speech to accept the award, YBhg Tan Sri Datuk Seri Utama Thong Yaw Hong, stated:

“MAJECA is very honoured to be awarded by His Excellency the Foreign Minister of JAPAN for promoting mutual understanding and close economic and trade cooperation between Malaysia and Japan for the Year 2013. On behalf of the association, I am very honoured to receive this commendation award.

Since its inception in 1977, MAJECA has been a strong advocate of its mission and vision in fostering closer economic relationship between the private sectors of Malaysia and Japan. This had been achieved through a series of conferences, seminars, business missions and exchange visits organised bilaterally. The firm foundation that had been laid has grown from strength to strength over the years, as evidenced by the fact that Japan remains the largest foreign investor in Malaysia to date.

Moving forward, and with the firm commitment of both our respective Prime Ministers to build on the 2nd wave of the Look East Policy (LEP), MAJECA is ready to play its proper role. We shall work with all stakeholders to bring the relationship between our private sectors to the next level. We will support and reinforce the Government’s renewed initiatives through the Government to Government channels.”

13 December 2013: 32nd JAMECA-MAJECA Joint Conference

1. The 32nd MAJECA-JAMECA Joint Conference was held on 13 December 2013 at the Imperial Hotel, Tokyo, Japan.  The theme of the conference was “Deepening and Strengthening the Economic Collaboration between Japan & Malaysia – Initiatives under the 2nd Wave of Malaysia’s Look East Policy”. Mr Mikio Sasaki, President of JAMECA, and Tan Sri Azman Hashim, President of MAJECA, co-chaired the Joint Conference.

QUOTES FROM THE PRIME MINISTER’S SPEECH:

On the Second Wave of the Look East Policy:

“So I am pleased that Prime Minister Shinzo Abe, during his official visit to Malaysia in July, showed his support for a second wave – the LEP 2.0.  Together, we reiterated our commitment to this long-standing co-operation, and agreed that it should look towards a future defined not just by the exchange of knowledge, but by lasting economic collaboration.  We agreed that we should encourage more strategic partnerships between Japanese and Malaysian SME in areas such as green technology, renewable energy, technical services and other high value added sectors.”

“The second wave of the Look East Policy is about the industries of the future: high-tech and low-carbon.  My proposal is that LEP 2.0 focuses on the following sectors:

a)       Cutting-edge technologies with industry tie-ups to increase the flow of research and innovation from Japanese institutions, in everything from nanotechnology to bio and environmental technology;

b)       High-tech skills development – new knowledge-based skills development; to accompany new technologies;

c)       High-end services development – building on Japan’s know-how in services such as hospitality and health-care, and opening up new collaborations;

d)       Managing eco-systems with safe, reliable and renewable energies – tackling over-dependence on fossil fuels and improving water supply management are current concerns by tapping into Japanese sustainable energy expertise;

e)       Modernising small and medium sized enterprises, with technology transfers and management input; encouraging new connections between SMEs with high-growth potential, to enable them to move up the value chain; and

f)        Senior Citizens; to study and implement programmes to mitigate the coming challenges of an aging population, and focusing on healthcare and life-style for senior citizens.”
“Malaysia has already put in place the structure needed to implement the LEP 2.0, with a Ministerial committee led by the Ministry of International Trade and Industry.But although our governments can plan the way forward for the new Look East Policy, it’s the private sector – so ably represented by business councils and economic associations – that will drive success.  I would like to see both sides develop more targeted programmes with specific outcomes.  And here I must commend both MAJECA and JAMECA for their relentless efforts in promoting and enhancing economic relations of both our countries.
We wouldn’t  be where  we are today without your assistance and support.  On behalf of the people of Malaysia, I would like to say, Arigato Gozaimas.”

On the realization of the ASEAN Economic Community (AEC) in 2015:

“Our vision is to transform the region into a single market, with a population of over 600 million and an integrated production base.  With deeper integration through the ASEAN Free Trade Area, we believe that the AEC will make ASEAN more competitive, and lead to a more conducive environment for business.

Of course, the challenges are many:  The private sector will have a crucial role in the realization of the AEC.  Greater collaboration between government agencies and private sectors should be promoted and enhanced, and creating awareness of ASEAN’s economic integration agenda is a critical first step, especially for SMEs within the region.  I look forward to working with many of you to make it a reality.”

2. After the Keynote Address, the Hon. Prime Minister, together with the Hon. MITI Minister, Dato’ Sri Mustapa Mohamad, witnessed the BUSINESS ALLIANCE SIGNING CEREMONY between Affin Investment Bank Berhad (Malaysia) and Daiwa Securities Group Inc (Japan).

  • The agreement provides for the distribution of Malaysian research reports produced by Affin Investment Bank to Daiwa Securities Group’s global client base, and will also allow Affin Investment Bank to distribute Daiwa Securities Group’s global research to Malaysian institutional investors, on a co-branded basis.
  • The agreement also envisages equity trading collaboration between both parties. With this arrangement, Daiwa will channel all its clients’ trades on shares quoted in Bursa Malaysia through Affin Investment Bank and Affin Investment Bank will channel all its Malaysian clients’ trades on shares quoted in foreign bourses through Daiwa.

3. HON. MINISTER OF INTERNATIONAL TRADE & INDUSTRY MALAYSIA, DATO’ SRI MUSTAPA MOHAMAD, updated the participants on the status of FDIs and trade between both countries; the Malaysian Government’s range of FDI incentives post-budget 2014, and propositions for Japanese companies to invest & do business in Malaysia vis-à-vis 2015 AEC.

4. In the PANEL DISCUSSION on “Deepening business collaboration –

Expectations and challenges in doing business through business cooperation among Japanese and Malaysian companies”, panelists made presentations as follows:

a)       “What Malaysia expects from Japan?” by Datuk Seri Mohamed Iqbal, Secretary General of the Malaysia-Japan Economic Association (MAJECA);

b)       Feasibility of New Businesses through Japan-Malaysia Collaborations by Mr. Joji Ikeshita, Managing Director, JETRO Kuala Lumpur;

c)       “Malaysia as the Strategic Location for Japanese Companies to Grow in ASEAN: The rise of Greater Kuala Lumpur, Malaysia as a Regional Hub” by Mr. Daniel Teng, Director-Strategy, Advisory & Services, InvestKL Corporation;

d)       Challenges and Business Strategy of Japanese Companies in Malaysia by Mr. Shuichi Yoshida, President of the Japanese Chamber of Trade and Industry, Malaysia.

5. In PLENARY SESSION III entitled “New growth industries in Malaysia”, presentations were made:

a)       Business strategy for Malaysia in Japan by Dato’ Seri Jamil Bidin, Chief Executive Officer, Halal Industry Development Corporation (HDC);

b)       Strategic Investment for Renewable Energy in Sarawak, Malaysia by Mr. Shigetaka Misaka, Executive Officer, Deputy Manager of Specialty Products Business Div., Tokuyama Corporation;

c)       Greening of Sabah: Renewable Energy Options for the Future by Datuk Dr. Mohd. Yaakub Hj. Johari, J.P., Chief Executive, Sabah Economic Development & Investment Authority (SEDIA).

d)       Investment Opportunity in Kedah by Mr. Annuar Mohd. Saffar, Vice President (Industrial Development & Research), Kulim Technology Park Corporation Sdn. Bhd.

6. PLENARY SESSION IV was entitled:

“Japanese SME’s supply chain network in the ASEAN region and business cooperation with Malaysian companies”

Topics covered:

a)       Current situation of Japanese companies’ supply chain network in the ASEAN region and business opportunities in Malaysia by Mr. Naoki Nakano, General Manager, Asia and Oceania Global Advisory Department, Sumitomo Mitsui Banking Corporation;

b)       Positioning of Malaysia in our company’s supply chain management by Mr. Miki Yamamoto, Senior Managing Director, Honda Trading Corporation;

c)       Preparing Malaysian SMEs to tap into Japanese Companies’ Supply Chain by Dato’ Hafsah Hashim, Chief Executive Officer, SME Corporation Malaysia.

7. In CLOSING, the Co-Chairmen provided a summary of the day’s presentations and reiterated their willingness to discuss measures for realization of the Look East Policy Second Wave and other collaboration programmes that would provide tangible results.

23-24 October 2013: 39th ASEAN-Japan Business Meeting (AJBM)

1. Introduction

The 39th ASEAN-Japan Business Meeting (AJBM) was held in Kitakyushu and in Fukuoka City in Japan on 23 October 2013.

The theme of the meeting was “Unleashing the Second Wave – Deepening the Business Collaboration between ASEAN and Japan towards Robust Growth”.

The meeting was attended by 50 Japanese delegates comprising Keizai Doyukai members and guests participants from Kitakyushu. There was an equal number of ASEAN delegates.

2. Opening Ceremony

Chairman of Keizai Doyukai, Mr Yasuchika Hasegawa (from Takeda Pharmaceuticals Co. Ltd) in his opening remarks explained that this year’s meeting was convened out of Tokyo, in response to ASEAN’s requests, in an attempt to be “closer” to the Japanese SMEs. Kitakyushu was chosen as the venue for this year’s AJBM meetings, as Kitakyushu has strong relationship with ASEAN countries and they have an aggressive policy to promote Japan-ASEAN ties.

3. Plenary Session

Chairman of 39th AJBM, Mr Toshiyuki Shiga (COO of Nissan Co. Ltd) gave his introduction. The format of the 39th AJBM had been amended to reflect more interactive sessions with Questions and Dialogues and fewer presentations. The format also included a working visit to Nissan Plant in Kitakyushu, to be followed by a Roundtable Discussion along the theme of why the second wave of Japanese companies, particularly the SMEs, should accelerate their development and presence in ASEAN and what ASEAN and Japanese business people should expect from such momentum.

The presentations from Thailand and Indonesia highlighted the fact that Japan is currently ASEAN’s second largest trading partner after China and also the second largest source of FDI after EU in 2011.

Given the advent of ASEAN Economic Community (AEC), ASEAN is well positioned to be a production hub for Japan manufacturing entities.

4. Business Strategy for Japan

Many Japanese companies have already invested in ASEAN and have expressed positive interest to further expand their operations and market share in the region. Their presence in ASEAN can be a source of encouragement to their business counterparts to consider ASEAN as an investment destination.

With the advent of AEC in 2015, now is the time for Japanese SMEs to gain a foothold in ASEAN. ASEAN is ready to facilitate not just on technology transfer but also seek longer, wider and deeper cooperation under the second wave. AJBM can be the platform to identify/locate potential JV partners.

5. 39th AJBM – Conclusion

The AJBM meeting concluded with the following comments and suggestions:

• Supply chain concerns are evident and they need to be addressed by all stakeholders, including our Government with respect to policies/laws, etc. Business efficiency cuts time, processes and funds.
• ASEAN need to actively develop and deepen supply chain linkages and this is the way forward for business to develop between ASEAN and Japan.
• Japanese SMEs face a lot of push factors to move out of Japan and they recognized that ASEAN is well placed to be a recipient of Japanese investments especially Japanese SME technologies and IPs.
• Keizai Doyukai offered to work with JCCI to develop the awareness of these Japanese companies to form partnerships with ASEAN companies and move to ASEAN for growth. Sectors with potential include low carbon technology, pharmaceutical and health care.

6. The 40th AJBM is scheduled to be held in the Philippines in the third quarter of 2014.

Foreign Minister of Japan presented MAJECA with Commendation Award

4 September 2013: MAJECA is a recipient of the Japanese Foreign Minister’s award

The award is for the following:

“in recognition of its distinguished service in promoting mutual understanding and economic cooperation between Japan and Malaysia, contributing to promoting friendly relations.”

The Foreign Minister’s Commendations are awarded to individuals and groups of outstanding achievements in international fields to acknowledge their contribution to the promotion of friendship between Japan and other countries. It also aims to promote the understanding and support of the Japanese public for their activities.

The commendation ceremony was held at the Residence of the Ambassador of Japan to Malaysia.  YBhg Tan Sri Datuk Seri Utama Thong Yaw Hong, Vice-President of MAJECA, accepted the certificate on behalf of MAJECA.

In his speech, Japanese Ambassador, H.E. Mr. Shigeru Nakamura, remarked:

“First, let me touch upon MAJECA’s contributions. MAJECA and its twin organisation; Japan Malaysia Economic Association, JAMECA’s establishment were initiated with the full support and blessing of the then Prime Minister Fukuda and Prime Minister Tun Hussein Onn in 1977. Since then we have witnessed great progress and tremendous growth in our bilateral trade and investments. This is a symbol of the strong economic ties between our two countries which is boosted by MAJECA’s numerous activities including frequent exchange of business missions and information sharing to build a foundation of mutual understanding.

As you may know, Japan is the first country Malaysia entered into an Economic Partnership Agreement (EPA) with, and it furnished the cornerstone of our countries’ strong economic partnership. MAJECA contributed considerably in the process by providing the Malaysian government with useful input and helped to make possible the EPA’s smooth acceptance by the business sector. 

In addition, MAJECA is a staunch supporter of the Look East Policy which celebrated its 30th Anniversary last year.   MAJECA also took an initiative last year to approach the Malaysian Government to advocate the continuous importance of the Look East Policy. As a result, the Malaysian Government arranged for the 30th Anniversary of the Look East Policy to coincide with the MAJECA/JAMECA joint annual meeting on the 10th of October last year. I would like to laud the significant role MAJECA has played to cement the connection between our two countries.

On behalf of the Foreign Minister of Japan, I would like to laud MAJECA and University of Malaya’s Japan Studies Program’s endeavors which have benefitted Japan and Malaysia tremendously and have also cemented the close friendship and partnership between both our countries. Today’s commendation ceremony expresses the Government of Japan’s appreciation to both organizations for their contribution in strengthening the ties between Japan and Malaysia.”

In a reciprocal speech to accept the award, YBhg Tan Sri Datuk Seri Utama Thong Yaw Hong, stated:

“MAJECA is very honoured to be awarded by His Excellency the Foreign Minister of JAPAN for promoting mutual understanding and close economic and trade cooperation between Malaysia and Japan for the Year 2013. On behalf of the association, I am very honoured to receive this commendation award.

Since its inception in 1977, MAJECA has been a strong advocate of its mission and vision in fostering closer economic relationship between the private sectors of Malaysia and Japan. This had been achieved through a series of conferences, seminars, business missions and exchange visits organised bilaterally. The firm foundation that had been laid has grown from strength to strength over the years, as evidenced by the fact that Japan remains the largest foreign investor in Malaysia to date.

Moving forward, and with the firm commitment of both our respective Prime Ministers to build on the 2nd wave of the Look East Policy (LEP), MAJECA is ready to play its proper role. We shall work with all stakeholders to bring the relationship between our private sectors to the next level. We will support and reinforce the Government’s renewed initiatives through the Government to Government channels.”
